Jospin rejects federal EU plan
	The French Prime Minister, Lionel Jospin has rejected German proposals for a federal structure for Europe and insisted on the central role of nation states as decision-makers. Mr Jospin said a proposal by Chancellor Gerhard Schroeder, to turn the EU Council of Ministers into a chamber of the European Parliament was unacceptable. The BBC's Justin Webb reports from Paris.
