Japan and Russia have never signed a formal peace treaty ending hostilities after the Second World War. The sticking point to an agreement has been four islands to the north of Japan which were occupied by the Red Army in the closing days of the war. Since the end of the Cold War relations between the countries have improved but efforts to resolve the issue of the islands have yielded few results. The BBC's Rob Parsons reports.
