Is short-term immigration the solution for Europe?

The issue of immigration remains right at the top of the European agenda. Illegal migrants are being picked up on a daily basis around the EU.

It is not that the European Union does not need immigration: in fact it needs it badly as the population ages. But European countries want to control the process.

A favoured political strategy is short-immigration, such as the German "Green Card" model whereby workers with desirable skills are brought in for a limited period of time.

But is this the right way forward? Does the Green Card model work? Should other countries copy it?

The Europewide debate put this question to Daniele Joly, director of the research centre for ethnic relations at Warwick University in England and from Berlin Heinrich Hoefer, immigration expert at the Federation of German Industry.
