But European countries want to control the process. A favoured political strategy is short-immigration, such as the German "Green Card" model whereby workers with desirable skills are brought in for a limited period of time. But is this the right way forward? Does the Green Card model work? Should other countries copy it?
The Europewide debate put this question to Daniele Joly, director of the research centre for ethnic relations at Warwick University in England and from Berlin Heinrich Hoefer, immigration expert at the Federation of German Industry. A selection of your comments will be read out on Europe Today on the BBC World Service Mondays to Thursdays at 1729 GMT. This Talking Point has just been published your comments will appear shortly.
