Paper says Bush was 'clear winner'
	The Miami Herald newspaper conducts its own recount of disputed ballots in the key district of Miami Dade.The paper concludes that Democrat Al Gore would have lost the contest even if there had been a recount. Mr Gore would only have received forty-nine extra votes. The BBC's Malcolm Brabant reports.
