Civilian judges return to Chechnya
The military authorities in Chechnya are reported to be taking steps to restore the civilian court system. A Russian news agency Itar-Tass quoted the chief military commandant, Ivan Baichev, as saying that twenty-two judges had arrived to set up ten regional courts and the Chechen republican court.
