Judges will have more power to control the questioning of witnesses and will be able to consider written evidence. The United Nations tribunal, which was set up three years ago in Tanzania, has been criticised for being too slow. It secured its first conviction last month, when the former Rwandan prime minister, Jean Kambanda, pleaded guilty to genocide charges. From the newsroom of the BBC World Service |
