Last month the Tories inflicted a defeat on the government in the Lords (by 160 votes to 108) when their essentially wrecking amendment to delay ratification of the Amsterdam Treaty until UK fishermen are "legally protected" against quota hopping was carried. The Tories have used this amendment to draw attention to the fact that Tony Blair has failed to secure a deal over quota hopping, something the Labour government had promised to tackle. The amendment is expected to be overturned in the Commons. When the Bill goes back to the Lords, it will undoubtedly be passed without this amendment as the Tories will have made their point. Minister for Europe, Doug Henderson, will be speaking for the government. Shadow Foreign Secretary Michael Howard, will be speaking for the Conservatives. Foreign affairs spokesman Menzies Campbell and European Affairs spokesman David Heath will be speaking for the Lib Dems. Voting will take place at 22:00 BST (19:00 GMT).
