A report by the Russian news agency Interfax says police in Ukraine have detained a civilian plane from Kazakhstan after its forty-ton cargo was found to be emitting an unsafe level of radioactivity.

The news agency says the radioactive shipment -- consisting of unidentified material in metal drums -- was discovered when the plane stopped to refuel in western Ukraine near the town of Rivne, on its way from Germany to Russia.
