Shake-up for adoption system
	Adopting children is to be made easier. The government has just announced plans to speed up a process it says is outmoded and not meeting the needs of the many children who could benefit from adoption. The health secretary, Alan Milburn, says he wants to see a 40 per cent increase within five years. The BBC's Karen Allen reports.
