The Russian president, Boris Yeltsin, has expressed concern over the nuclear tests by India and Pakistan, and has called on Delhi to sign the NuclearNon-Proliferation Treaty.
He made his comments during a telephone conversation with the Indian prime minister, Atal Behari Vajpayee.
