The two were charged with failing to stop their men beating and shooting at the students; the killings triggered widespread rioting and contributed to the fall of President Suharto. Sixteen other members of the security forces are also facing court martial over the shootings . The BBC Jakarta correspondent says the proceedings are likely to be closely watched by the public to see whether the judicial machinery really is more open and credible than it was in the Suharto era.
