The economy minister, Jorge Camet, who kept a tight control on public spending, has stepped down. His successor is the current head of the tax collection agency, Jorge Baca. Correspondents say President Fujimori may be trying to improve his government's image as he tries to use a constitutional loophole and seek re-election for a third term in the year 2000.
