The European Union is doubling its medical and food aid to Kosovo to help the refugees fleeing to neighbouring Albania.

EU foreign ministers meeting in Luxemburg on Monday are also expected to launch a regional programme for refugees together with the United Nations.

A BBC correspondent in Brussels says the ministers are planning to increase pressure on Serbia by reaffirming a ban on new investments in the country.
