If the parents succeed the case will be the first of its kind. A five-year-old girl told her mother last Easter that she and her six-year-old friend had been playing at a neighbour's house in North Wales when the 15-year-old boy who lived there sexually abused them. During the trial the boy was bailed on condition that he lived outside the village to prevent any contact with his victims. 'Powerless to act' But after serving two months of his four-month sentence he moved back in with his mother, directly opposite the home of one of the girls and yards away from the other. The authorities say they are powerless to act despite the fact that the teenager is considered high risk. Now the parents are trying to get an injunction on the grounds of nuisance, forcing the abuser to move out of the street. 'How can she forget?' The mother of one of the girls said: "Every time she goes out she sees him and she is back in the house. You cannot have a normal life, it's horrendous. "I do not want her to remember, but how can she forget if he is there?"
According to the NSPCC there are many other similar situations and the law should be changed. A spokesman said: "This is a difficult situation for the parents and the children, and the issue of a loophole in the law and making sure that proper treatment and help is available has to be addressed so that parents can ensure their children are properly protected." |
