The Nigerian military leader, Sani Abacha, is visiting the country's economic capital, Lagos, later today Tuesday for the first time in four years.
He will open a new housing project in the city, amid tight security.
Correspondents say most of Nigeria's main opposition groups are based in Lagos.
They've been warned by local police not to stage protests during General Abacha's one-day visit.
