Annan unhappy at Haiti political deadlock

The United Nations Secretary-General, Kofi Annan, has said he's deeply concerned that Haiti has not had a functioning government for nearly a year.

Haiti's parliament has failed to agree on a replacement for Rosny Smarth, who resigned as prime minister in June last year.

Mr Annan said, in a report to the Security Council, that the continuing crisis was destabilizing Haiti's fledgling democracy and limiting its economic development.

He called on the country's leaders to take concrete steps to form a government.

Mr Annan also called for reforms to Haiti's justice system to eliminate human rights violations and corruption within the police.
