A Japanese whaling fleet has left port to hunt minke whales in the Antarctic Ocean. The five vessels left just a day after President Clinton met the Japanese Prime Minister, Yoshiro Mori, and expressed concern about Japan's whaling activities. The United States has been considering sanctions against Japan since it expanded what it calls its scientific whaling programme this year. Charles Scanlon reports from Tokyo:
