Urban renewal plan, at a glance
The details of John Prescott's Urban White Paper.

  • A review of planning policy guidance to put "urban renaissance" at the heart of the planning system.

  • Learning and Skills Council with a budget of £5.5bn a year - an increase of £600m.

  • Homes for key workers - with £250m over three years to help them buy homes.

  • Twelve more urban regeneration companies to tackle the hardest hit local areas in every region.

  • Five more millennium communities, similar to the Greenwich millennium village, to be built.

  • Councils to work through local strategic partnerships to produce action plans for improving a towns and cities.

  • Urban summit to take place in 2002 to take stock of progress.

  • A `state of the cities' report will be published in 2005.

  • Tough targets for reducing crime.

  • Additional funding for the police and a 10 year drug strategy.

  • An action plan for neighbourhood renewal including a fund of £800m.

  • Tax credits for companies cleaning up contaminated land amounting to £300,000 for £1m of expenditure.

  • Capital allowances of 100% for the creation of flats over shops in a bid to create more homes.

  • VAT reforms to encourage the conversion of properties for residential use.
