. The European Union and eastern European countries have agreed on further co-operation against organised crime, particularly by groups from Russia.
At a meeting in Brussels, interior ministers from the EU and eastern Europe agreed on improved efforts against such activities as the smuggling of weapons, alcohol and drugs.
A BBC Correspondent in Brussels says that gangs are taking advantage as border controls are lowered.
But corruption in some eastern European countries may limit the co-operation that is possible.
