The Minister for Safety and Security, Sydney Mufamadi, said he was concerned about persistent complaints of racial discrimination, and he wanted to set up a new procedure for dealing with these. The BBC Johannesburg correspondent says the police have changed greatly since the days of apartheid -- when the force was used to crush black dissent.
