Non-parliamentary

Gavin Strang, Minister for Transport, launches the annual 'Don't Choke Britain' campaign, with comedian and writer Ben Elton.

The Japanese Empress visits the British Red Cross Society.

Together the Japanese Emperor and Empress will attend a reception given by the Japan Association, Nippon Club and Chamber of Commerce. Former POWs will continue their protests outside of the reception.

Emperor Akihito will visit the Zoological Society (he was educated as a marine biologist).

The Prison Service publishes its performance results for the period, 1997-98.

NATO Foreign Ministers' meeting. The meeting will also be attended by the foreign ministers of partner countries including Russia and Ukraine.
