Most of the victims were Russian Jews who had recently immigrated to Israel.
Ukraine signed its deal with Israel in November last year and the delay in talks over compensation for the other victims gave rise to concern in Russia that a much smaller package would be offered.
President Putin signed the settlement into law on Monday after it was ratified by the Russian parliament in May.
