Burmese Foreign Minister Nyan Win is starting a visit to Bangladesh.
Shamsher M Chowdhury, Bangladeshi foreign secretary, told the BBC that trade, a road link and the repatriation of Burmese refugees would be discussed.
Mr Chowdhury said technical feasibility studies were already underway on the highway link.
He added that Bangladesh wanted to speed up the repatriation of about 19,000 Burmese refugees but needed more United Nations cooperation.
He said he sought help from the UN refugee agency, the UNHCR.
Nearly 300,000 Burmese Muslim refugees, known as Rohingyas, crossed in to Bangladesh in the early 1990s to escape what they said was persecution by the military government.
Most have now returned, but correspondents say relations between those remaining and the local Bangladeshi community are often strained.
