Denbighshire Council said dumping rubbish was "anti-social"
A man has been fined more than 1,000 after he left bin bags in an alleyway outside his Denbighshire home, five days before collection day.

Daniel Ward, 20, from Rhyl, ignored a 75 fixed penalty notice after a council officer identified him from documents in the four bin bags.

He also ignored a summons to appear before Denbigh magistrates.

In his absence, he was fined 1,000 and ordered to pay 223 costs. A former neighbour said Ward had now moved on.

'No excuse'

The court heard how rubbish was collected in Ward's area on a Monday.

An enforcement officer spotted the bags in an alleyway on a Wednesday, and found an envelope inside with his address.

She spoke to Ward and he was charged with illegally depositing litter and issued with a 75 fixed penalty notice.

However, he failed to pay the fine within 14 days and a subsequent summons was also ignored.

A spokesperson for Denbighshire Council said the level of fine and costs was a matter for the court.

The spokesperson added: "Denbighshire has a well-publicised campaign against dumping waste on our streets and we have pro-actively placed signs informing people in the area of the bin collection day.

"So there is no excuse for people not to know when to place their rubbish out for collection.

"Not only is dumping waste a blight on the landscape but is also an anti-social behaviour that affects the quality of life for local residents and will not be tolerated by the Council and its partners."
