Howard questions "foolish" Conservative prison policy

The newly-enobled Lord Howard of Lympne goes off-message from the Tory prison policy and said statements from Ken Clarke "made him look rather foolish".

He was debating with Shadow Communities Secretary John Denham and Tom Brake who chairs the Liberal Democrat Home Affairs, Justice and Equalities Policy Committee as they were asked if the UK locks up too few or too many criminals in the UK.
