Lotto winner's house needs repair

A house owned by an infamous Lottery winner is in such a state of disrepair a council has threatened to step in.

Officials may use new laws to take control of the empty house in Swaffham, Norfolk, if former dustman Michael Carroll does nothing about the problem.

Mr Carroll, 25, of Downham Market, Norfolk, bought The Grange for 320,000 shortly after scooping a 9.7m jackpot.

Breckland Council said the house has been boarded-up for months and neighbours are now complaining.

"We are talking to Mr Carroll to try and persuade him to do something about the house," said a spokeswoman.

Calmed down

"If that is not successful we would have the option of using the law to try to take control of it and rent it out."

Councils can renovate empty properties then rent them out to recoup the cash they spend under legislation introduced four years ago.

The spokeswoman said the process would be lengthy and officials were hoping that the problem could be solved by discussion.

Mr Carroll was a convicted offender when he won the lottery in 2002 and picked up his cheque wearing a tag.

Since then he has appeared in court on a number of occasions and been convicted of a variety of offences.

But he said recently: "I have calmed down a lot. I don't touch drugs anymore. I am not going out looking for trouble anymore."
