Terror evacuation plan revealed
Emergency services in protective suits conduct an exercise in London
Police would be responsible for crowd control
Details of how London would deal with a terror attack have been revealed.

The Strategic Emergency Plan includes setting up prefabricated mortuaries and creating road and air blocks.

Drawn up by London Resilience, which was set up in the wake of 11 September, the plan details how public transport would be used for a mass evacuation.

It is not the final draft but had been made public to update people on contingency plans in the event of a "catastrophic incident".

According to the strategy, special road routes have been designated for people who want to get out of the city by car.

Crowd control

The police would be responsible for creating roadblocks around the M25 to direct people.

"There will be reliance on police resources to provide crowd control," the plan states.

London's mayor Ken Livingstone would launch a disaster appeal fund and would be responsible for making television appeals and issuing instructions to the public.

Local authorities would provide basic accommodation and supplies which have been described "airport delay style" for up to 48 hours after the incident".

The plan stated that mass evacuation "will always be the last resort", with the preservation of life being the main objective.

Plans are also in place to remove debris on the scale of the attack on the World Trade Centre in New York which produced more than 1.6 million tons of rubble.

A spokeswoman from the Office of the Deputy Prime Minister, the government department responsible for drawing up the plan, said: "Since 9/11, the London Resilience Partnership has developed a series of plans to ensure the capital is as prepared as possible for a wide range of threats and hazards."

London Resilience has posted the 45-page plan on its London Prepared website.
